Within the immense confusion surrounding the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and Donald Trump's announcement that the US will “control” the country and “reclaim the petroleum resources”, a single fact remains evident – this establishes a profoundly disturbing precedent.

Past Interference and a New Threshold Crossed

The United States carries a troubling legacy of meddling, military incursions, and control in Latin America, but the early hours of Saturday marked its first major military attack on South American land. “US supremacy in this hemisphere shall not be challenged from now on,” Trump proclaimed.

The decision to unilaterally attack another state and abduct its leader – mere days after he openly looked for a diplomatic solution – has still wider repercussions. This ought to concern everyone.

Profound Uncertainty for Venezuela

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has suggested that Maduro's second-in-command, Delcy Rodríguez would comply with American demands, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the acting leader, has so far struck a defiant tone – and other parts of the decapitated regime are even more hardline.

The Superpower as Rogue State

A man who won power promising to abandon foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a guardian of order; he is transforming it into a rogue state.

He believes that the United States' strength permits it to do as it wishes with minimal cost: witness the strikes on Nigeria, on Iran’s nuclear facilities. He claims that control of Venezuela's petroleum means this new undertaking “will be financially free”.

An Attack Without Legal Justification

George W. Bush initiated war in Iraq on a lie. But this action without legal basis came without UN resolutions of any kind or the consent of the US Congress; the opposition party was kept in the dark and say they were deliberately deceived in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Disregard the implication this carries to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s increasing belief in his impunity will likely encourage more reckless actions.

The Stated Reason Versus the Real Aims

No one buys the excuse that this is about drugs. Venezuela is only a secondary pathway for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for related criminal convictions. Mr Trump himself has stated plainly that he is propelled by the promise of energy wealth as well as machismo, the worldview of key officials, and the quest for a legacy as domestic popularity wanes.

A Muted Global Reaction and Institutional Irrelevance

The international response, especially in Europe, has – with a few principled deviations – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was notable, but this episode underscores the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could still pressure him to focus on domestic issues once more – but rising medical costs, public anxiety over the economy and other domestic scandals increase his appetite for distraction.

We are not yet 12 months into his time in office. Other governments may live to repent if they stay silent now, given what – and who – could be next.
